Document Management Strategy for UK SMEs: Where to Start

Most UK SMEs don't have a document management strategy — they have a collection of habits. Documents end up wherever is fastest: email attachments, desktop folders, a shared drive that's never been organised. What a Document Management Strategy Is

A document management strategy defines: how your business creates, names, stores, shares, retains, and destroys documents. It answers the question "what happens to a document from the moment it's created until the moment it's deleted?" for every major document type in your business.

It doesn't have to be long. For a 15-person business, a one-page document management policy plus a retention schedule may be sufficient. For a 150-person business with compliance requirements, it'll be more comprehensive. But the elements are the same regardless of size.

Element 1: Document Taxonomy

A taxonomy is how you categorise and name documents. It answers: what are the main document types in the business? How should folders (or metadata categories) be structured? What naming convention should documents follow?

A simple taxonomy for a professional services firm might be: Client Documents / Internal Operations / HR / Finance / Compliance. Each category has sub-categories. The naming convention ensures everyone names files consistently: ClientName_DocumentType_Date.pdf rather than whatever seemed sensible at the time.

Without a taxonomy, a DMS is just a better filing cabinet with the same disorganisation inside it.

Element 2: Ownership and Governance

Who is responsible for the document management system? In most SMEs, there is no clear answer — it's a shared drive that nobody owns. A strategy assigns: a document management owner (usually operations director, practice manager, or office manager), who is responsible for maintaining the taxonomy, enforcing naming conventions, and managing the retention schedule. Without ownership, the system degrades over time.

Element 3: Creation and Capture Standards

How should documents be created and captured? Define: which templates are standard and where they live, how incoming paper documents are scanned and filed (scan at reception? scan at point of use?), how email attachments are saved to the DMS (manual filing? automated rules?), and what happens to documents created outside normal workflows (ad-hoc scans, WhatsApp photos of documents).

Element 4: Access and Sharing Policy

Who can access what? Define: which document types are accessible to all staff, which are restricted to specific teams or roles, how documents are shared externally (email? secure portal? shared links?), and what the approval process is for sharing sensitive documents outside the organisation. This is both a productivity decision and a security/compliance decision.

Element 5: Retention Schedule

How long do you keep each document type and what happens when that period expires? (See our retention schedule guide for detail.) This is a legal requirement under GDPR, not optional. Defining it is part of the strategy.

Element 6: Technology

What system or systems will implement the strategy? Options: SharePoint with a well-configured library structure, a dedicated DMS platform (see our DMS selection guide), or for small teams, something as simple as a well-structured Google Drive with enforced naming conventions. The technology serves the strategy — don't pick the technology and then build a strategy around it.

Practical Starting Point for SMEs

If you're starting from scratch: spend one morning defining your document taxonomy and naming convention. Write a one-page document management policy covering capture, storage, sharing, and retention. Choose a technology platform that supports the policy. Roll it out one department at a time, not all at once. Review at six months. That's a document management strategy.
